As Acting Chief of appraisals
Mark worked with consultants and staff to bring the appraisal process under control. The unit had issues with timeliness and the completeness of appraisals. To this end Mark instituted new protocols in a union between IDOT staff and consultants that involved filed actions as well as a more defined communication tract between not only IDOT and the consultants but the consultants themselves. Within 2 to 3 months the appraisals not only were delivered more timely but errors were reduced dramatically.

As Acting Chief of negotiations
The negotiation unit was also having issues with meeting IDOT’s time lines. The consultants were not being cognizant of IDOT’s needs. There was also a dramatic increase in the costs associated with the fees charged by the negotiators which were not in line with the work being done. Mark worked with staff and negotiators to bring these issues in line with IDOT’s needs.
